Charlottesville City Council meets Monday at 4 p.m., with business at 6:30 p.m., on a budget-heavy agenda that includes the city's solid-waste collection transition and FY27/28 funding guidance, City Manager Samuel Sanders' FY28 budget kickoff, and Snow & Ice Mobility Management.

Housing items include financial-support resolutions for Park Street Christian Church, MACAA Drive and Palms Charlottesville, plus a CSRAP ninth amendment. Also on deck: a public hearing on Comprehensive Plan Chapter 9 (Community Facilities) and a Schenks Branch sewer easement purchase agreement with Albemarle County. The agenda was amended Oct. 2. A dollar figure cited for the Schenks Branch purchase has conflicted across documents; that amount is omitted here.

Staff propose bringing trash collection in-house

Public Works staff have proposed taking curbside trash collection back from contractor GFL, buying five trucks (about $1.3 million in FY27) and staffing eight CDL drivers plus an equipment technician, with city-run service targeted for about April 2028.

A staff memorandum cites GFL costs of about $1.3 million a year through June 30, 2028, versus in-house operations of about $730,000 a year. Those figures are attributed to staff analysis; Council's direction after Monday's session was not yet known at press time. The Court Square memorial item that has circulated in some secondary reports does not appear on the official agenda and is not included here.
